First Stagsi and Siris release candidates

So, with this and that we have put online first public versions of
Stagsi - the ultimate tag manager, and Siris - an, uh, unique graphics
editor based on the concept of objects.
(I don't like the "unique" word but "innovative" is hardly better - and
yet this is the best way to describe what Siris is!)
These versions are preliminary meaning they are rough around the edges.
However, both have been used intensively for almost a year by me and
a few other people so new users are encouraged to explore them nonetheless.
